Treasurer Stacy Garrity: $75 Million in Savings for Pennsylvania Taxpayers Highlighted in OpenBookPA Report
Harrisburg, PA - Pennsylvania Treasurer Stacy Garrity today highlighted the benefits of Treasury’s OpenBookPA – which now includes an updated Payment Production and Improper Payments Report reflecting $75 million in savings for the Commonwealth.

The publishing of the updated Payment Production and Improper Payments Report for fiscal year 2025-26 is the latest improvement to OpenBookPA, Treasury’s award-winning transparency website.
The report highlights the results of Treasury’s rigorous audit process by highlighting the nearly 20,000 payments valued at over $1.4 billion prevented by Treasury. During fiscal year 25-26, the Bureau of Fiscal Review audited 10.6 million payments valued at $249.5 billion.
Treasury makes payments on behalf of more than 70 state agencies, and payment requests flagged as improper payments are returned to the agency and can be corrected and resubmitted if applicable to ensure the payment is lawful and correct.
Reasons for payments to be rejected vary greatly. The $75 million in savings demonstrates those payments that would have resulted in an overpayment, duplicate payment or payments issued to incorrect payees. Over the past five years (21-22 through 25-26) Treasury has saved taxpayers over $325 million through its audit process.
Ensuring this report is updated annually is the latest improvement to OpenBookPA. Last year, Treasurer Garrity relaunched OpenBookPA to include improved navigation and design, and added features including easier access to state and financial fiscal data, links to local resources and government reports and upgraded charts with enhanced security.
Other improvements to the transparency site implemented under Treasurer Garrity’s leadership include:
- The addition of Ledger 5 which details unappropriated expenses;
- The inclusion of county- and state-level data about Treasury’s consumer programs; and
- The expansion of details about the state’s use of federal funds among others.
Pennsylvanians can also access the Treasury Checkbook on OpenBookPA to see all payments made to Treasury’s vendors. It also houses the Contracts e-Library which presents a searchable database of all state contracts, purchase orders and amendments valued at $5,000 or more.
